A "Club Managed" user doesn't have a sign in. They are instead managed by the club. They may have an email address (this is optional). If they do so, then they will receive notification emails and newsletters.

Any user with the User Admin permission is allowed to manage these users. The UI will show a "Switch" button on top right.
This category is similar to a linked user, but with a linked user it is another user who is responsible, not the club.
